Step 1
If you chose Save when you were prompted by the File Download window, locate the icon for the IrfanView setup file. Normally, it can be found right on your desktop, and the filename is iview423.exe .
If you saved the file to a different folder on your computer, open that folder and click the IrfanView setup file icon.
If you chose Open when you were prompted, the setup program already should have started running once the download was complete. You can proceed directly to Step 2.
Step 2
This first screen covers a lot of options for the installation, so read carefully before making your selections. You can create shortcuts for IrfanView on the desktop, add a shortcut to the Start menu, and add an google toolbar by checking various boxes.
This screen also allows you to choose the folder where IrfanView will be installed. Normally, you don't need to change anything here. If you'd like to install the program to a different folder than the default location, click Browse and select a new destination directory. Otherwise, click Next.
Step 3
This screen shows you the latest fixes and newest features in this version of IrfanView. When you're ready to proceed, click Next.
Step 4
Now you can select what kind of image files you want IrfanView to open. We recommend novice users skip this section and, if needed, add these associations later. If you're an advanced user, check the appropriate boxes.
Step 5
This screen confirms where you want IrfanView installed and that it's ready to complete the installation. When you're ready, click Next.
Step 6
The last screen of the installation gives you the option to run IrfanView immediately. You also can view the online FAQs to find out more before you get started. Make your selection and click Done.
You're finished! If you decided to run the program after install, you should have IrfanView up on your screen and ready for action. Good luck, and congratulations on getting IrfanView safely on your hard drive!

Note: A normal IrfanView version includes the following (most important) PlugIns:
Effects, Paint, Ansi2Unicode, Icons, Mpg, Slideshow-EXE and Video.

How to install and use plug-ins?
Irfan view has many plug-ins to choose from. Most people like to create borders, edges arounfd their images.
I collected some good ones, created zip folder you can download here.

First you need to unzip folder ( it is called 8bf.zip )
Second copy the folder into Irfanview program folder.
Pay attention, you need to copy the folder into Plugins folder as you see screenshot above.
If you are using iview423.exe you should have a folder called Adobe 8BF.
Paste the other 8bf plugins in this folder.
Run your irfanview , open an image, from the toolbar click on image you will see in the drop down menu effects (Ctrl+E) click on that, then choose your effect. You will see result at your screen right away.
